Abstract
Deposit insurance has evolved into a fundamental component of modern financial safety-net arrangements, serving to protect depositors, maintain public confidence in banking institutions, and promote financial stability. This article traces the historical development of deposit insurance from its nineteenth-century origins in the United States, through its global expansion across diverse legal and regulatory systems, to its institutionalization in Nigeria.
Employing historical, doctrinal, and comparative legal research methodologies, the study examines the legal, institutional, and policy developments that shaped the emergence of deposit insurance as a response to recurring banking crises. Particular attention is given to the establishment of the Nigeria Deposit Insurance Corporation (NDIC) and the significant reforms introduced by the Nigeria Deposit Insurance Corporation Act 2023, among other legislative and policy developments.
The article further examines contemporary challenges posed by financial technology, digital banking, and other emerging innovations, while situating Nigeria’s deposit insurance framework within the broader international context, including the Core Principles for Effective Deposit Insurance Systems. It concludes that deposit insurance has evolved through four distinct generations of regulatory philosophy, progressing from mutual guarantee schemes to modern risk-minimizer institutions dedicated to safeguarding financial stability, protecting depositors, and strengthening confidence in the banking system.
